OPEN LETTER TO PRESIDENT ISMAIL OMAR GUELLEH.

 

Dear Mr. President.

Subject: Somali Peace process in Djibouti should not be an end, but means to and end. 

Your speech at the United Nations on 23 September 1999 was a groundbreaking step of historical significance as it has shaken the conscience of the international community to their indifference to the Somali tragedy. Many Somalis, both inside and outside the country, saw you as their long-awaited savoir.

Since the breakdown of the Somali state in early 1991, there have been many efforts by the international community to revitalize it. They were unsuccessful and generally, counter-productive. The reason for the failure lies in the approach, because it aimed at the resuscitation of an externally driven state structure where the local people's involvement is rarely sought.

Your approach gained attention because it tries to address on of the main reasons for previous failure; that the victims of the civil strife should lead the peace process. This holistic approach, as you correctly mentioned in you proposal, must be an alternative paradigm to the Somali crisis as it is a very complex and thorny issue.

Since your initiative is at the crossroads between proposal and implementation, care must be given to its practicality, as it lies poised between failure and success.

Efforts must not be put into the formation of a national government without first laying suitable foundations. The idea of giving priority to government formation is exactly one of the elements which led previous peace conference to failure. This stance is to advocate a top-down approach which

leads to the centralization of the Somali State. This perspective may contravene your own initiatives.

While it is true that lack of government is one of the main causes which perpetuate the Somali crisis, consideration must be given to the necessary elements. The Somali Djibouti peace process should not be an end, but a means to an end. Therefore, the solutions must be based on the today's reality.

One aspect which should be considered is the recent development of institution in Somalia. Currently, Somalia can be distinguished into three different zones: recovery zones, transitional zones and crisis zones. Similarly, the same classification is also used by Mr. Kofi Annan, the Secretary-General of the United Nations, in his report to the Security Council of 16 August 1999. Mr. Annan urged that this classification be considered for assistance in humanitarian and rehabilitation strategic assistance (see S/1999/882, 16 August 1999). The Secretary-General's conclusion is based on today's Somalia. His recommendations range from emphasis on providing basic and life-saving service in the zones of crisis, to the provision of technical support for good governance and capacity-building in the recovery zones.

From Mr. Annan's observations, we can perceive that what the Somalis need from the first stage of the Somali peace process in Djibouti is a means or mechanism which can bring each of the three zones to a stage of effective local governance. For instance, this mechanism should help those

regions in the crisis zone to move into the recovery stage. So each may develop its own unique institutions according to local need, within the overall framework of a federal Somali state.

Therefore, establishment of a national committee or a national operational body is one of the elements required at this stage. All the thorny and divisive issues, which are being addressed by the current conference, should be the task of this body. Taking into consideration the exiting obstacles and difficulties, practically, this body may need at least one or two to accomplish such complex and huge operation.

In theory, a state is developed as a response to disorder. It tries to bring about harmony and humanization against a backdrop of civil strife. In this context the state acts as an agent influencing, shaping, informing and permeating human life with the value of civility.

Honourable President, Somalis say, "Xoog waxaa kugu daran kan xarigga kaa gooya" (the worst force is the one which wastes your efforts). The Somalis' expectation from the current peace conference is very high. They can not afford another loss as this may lead to the end of the Somali nation for ever.

I trust that you will find my suggestions helpful in your deliberations.

Petition to the International Communities

Position of the Somali Community in UK on the Somali Peace Conference in Arta (Djibouti)

We the elders and intellectuals of the Somali Community in UK have to submit this open letter as an advisory petition, calling the attention of the United Nations Security Council and the Secretary General not to initiate supportive decisions on the would be Djibouti peace conference unless serious investigation on its true legalities are conducted, if to avoid to make it recipe for renewed civil unrest in Somalia.

Somalia's problems are much more complex and deeper-rooted than the superficial perception of 'dictate and impose' methods, which is obviously seem to be the basic formula of Djibouti peace policy. Such inappropriate tactics for peace and to restore Somalia's statehood by imposing an unconstitutional government, might lead to catastrophic consequences to re-inflame the devastating civil war that will further aggravate its already precarious state of affairs and eventually will put the peace search more remote to reach.

It is also to advise the international community, that the Somalia's situation is presently calm and very likely possible to reverse it into peace now, than any other time before, if a right policy for best ways to approach it are concurrently formulated by all the parties concerned.

  1. Generally, there are no wide scale armed conflicts in any part of the country with the exception of occasional clashes between armed militias and economically motivated incidents, mainly in the former capital of Somalia, Mogadishu, which is a divided city into a number of segments and areas controlled by contesting factions who have failed to agree a common political plat-form to set up an administration and integrated security to enforce the necessary law and order, so that the city's normal status be eventually restored. Practically, it is those opposing factions in the south, who are mainly blamed to be the core impasses to find a durable peace solution for over the decade old political dilemma, in our country.
  2. In contrast of the chronic chaos in the south, there are different situations prevailing in other parts of the country. Proper law and order enforcement is governing in the North Western and North Eastern Regions that two administrations of different entities, called Regional states of Puntland and Somaliland, are respectively ruling them. The good things they both have in common, are the democratically elected administrations. Other essential developments to quote in those Regions as well, are the restoration of the basic social services and the re-infrastructuring of the economy without tangible external assistance. Comparatively, those Regional administrations have done very commendable services towards the peace and development in their respective areas, which merits to reward them unconditional economic assistance and political support by the International community, as a sign of encouragement for the others to exercise same efforts.
  3. The Regions of Hiran (in the Central), Bay and Bakool (in the Southwest) are relatively in peace, and they are in the process of forming their respective administrations by elected authorities.

We had the opportunity to read thoroughly, the deliberations of the UN Security Council by its press release Number 6883 of 29 June, 2000, in which the views and recommendations of all the member states were documented, in respect of the Djibouti sponsored peace conference for how to restore Somalia's failed state.

Although we do appreciate and respect the importance of the recommendations issued by the Security Council of the world body, it is equally important not to over look the serious mistakes of the ongoing peace initiative.

Djibouti Government is vigorously campaigning to sell the image of the conference to the world opinion, to make it seem prospective peace formula, despite the facts on ground are entirely other way round.

Without prejudice to all the hopes divulged on the conference by the sponsoring government, the expectations of its outcome are generally very negative because of the under listed controversial factors inconsistent with durable peace objectives.

Less than 1/4 out of the 1500 Somalis present in the conference are appointed delegates by official mandates from their respective Regions, but the rest of the people in the gathering are either self nominated or hand picked invitees by the host country to seem it likely, high profile peace conference, though it is known that the prominent Regions are out of the conference because of its unrealistic undermining and negatively unstable objectives.

Two most hated anti-society groups are dominating the so-called conference, for purely their opportunistic scope.

  1. Religious fundamentalist group, whose ultra extremism activities had many adverse affects in the stability of the country, as a whole.
  2. The corrupted officials of the former dictatorial regime who substantially played most of the antidemocratic roles, which contributed the plight of the irreversible civil war.

Such remnants of the tyrannical regime, many of whom are known, as Seeseke of Somalia, due to their incomparable robbery of the public funds for personal enrichments, are once again engaged maneuvers for political comeback, encouraged by the loopholes and serious imperfections incorporated with the conference.

Omissions and unfair partialities shadow the conference, and it would be wise enough if the international communities with held any recognition unless all mistakes are rectified and re-projected into comprehensive peace plan, otherwise it will be a recipe to renew the civil war.

Suggestions: Somalia is now capable to accommodate economically its peace and reconciliation tasks with little outside support, no matter how long it last to reach comprehensive peace agreement to form a national government. We would therefore, like to put forward our suggestions that peace conference in side Somalia could be more feasible than elsewhere outside the country, besides it is cheaper and will be better represented by its societies. The previous problems of the security matters are no more in the agenda
